You can also use the shortcut ALT + F, I to open the Word Options dialog box.
 
You will see several buttons on the left side.  You will find the Developer tab settings in the Popular panel. If the Popular Panel is not selected, then select it.
 
Near the top of the window you will see Show Developer tab - select it.
 
Click OK.
 
Now when you close Word Options, you will see a new Developer tab on the ribbon.
 
The rest is self explanatory.  You can now use the Content Controls, etc.
