For a long shot when you can’t download anything.
I.E and clean Cookies, History and Settings.
Nothing to lose except Web addresses and user names…………….jr
O-Yea a guy lost his paper clip for PPS in Out look. I can;t find any where.
I thought View-Columns-& Check Mark Attachments.
I removed my check Mark and it still shows Paper Clip?……………jr
Concerning not being able to install software. Some of the Malware programs disable the installing and say ” you don’t admin rights”
I have found Malwarebytes.org does not use the Microsoft installer and can be installed anyway. Update and run a FULL scan maybe even in safe mode after updating
I had a similar problem once and I uninstalled (or just deleted) MSInstall. I think MS has a fix on their site. When that is uninstalled go to MS Update and it will update to the newest version.
Could it be that he’s logged on as a ‘user’ only & not as an ‘Administrator’?
Well I dont know if He was getting any error messages or not,but He might want to run Msicuu2.exe (google it,its available from Microsoft)
It cleans up MSI files when they get FUBAR’ed.
Not sure if it will help in this instance,but it has saved Me several times.

1. Run Chkdsk with the /F switch.
2. Check the amount of free disk space. If too low run Disk Cleanup.
3. If running any software firewall (especially ZoneAlarm) turn it off and try again.
Windows offers a download called “windows installer clean up”. I would take a look at what it could do for me.
